Required Licenses for Our Chicago Limo Drivers

The city of Chicago’s Department of Business Affairs and Consumer Protection issues licenses and enforces regulations and guidelines that govern all public passenger vehicles and chauffeurs.

All drivers must demonstrate great personality and excellent service orientation with the patience and willingness to help accommodate all passengers. Strong knowledge of Chicago’s geography, its streets, highways, hotels, attraction hot spots, leisurely activities, and the best routes to take are all mandatory requirements to become an Echo Limousine chauffeur.

In addition, Echo Limousine drivers are subject to the following rules and regulations:

• Must be properly trained and certified
• Must maintain a code of good practices that all drivers should follow on the road
• Must avoid cellphone usage while driving unless it’s hands-free
• Must get proper rest between trips
• Must undergo regular inspection and maintenance of their vehicle
• Must educate passengers on safety rules and tips
• Must practice defensive driving to save lives and avoid accidents
• Must undergo and pass national/FBI/state-level criminal background check
• Must present documentation that proves they have held a state of Illinois or other U.S. state-issued driver’s license for at least one year prior to application and that the license is in good standing
• Must possess a valid restricted chauffeur license
• Must carry proof of insurance coverage at all times
• Must not accept passengers by street hail or solicit passengers

All drivers must maintain a clean driving record and are subject to trip shadowing, a type of trip where they will be accompanied by an Echo manager or owner that will assess them in real-time their qualifications.

Vehicle Requirements for Chicago Limo Service

A license is required for each public passenger vehicle operating in the city of Chicago. Vehicles must meet minimum requirements to ensure that passengers are safe and have an enjoyable experience.

Liveries are licensed public passenger vehicles that charge a rate of fare that is not based on a meter. Livery rides and fares must be prearranged. Livery rides may not be street hailed or secured in cab stands.

Livery License Fees & Taxes

• Livery License: $500; 1-year term
• Ground Transportation Tax: $3.50/day per taxable day
• Livery Chauffeur License: $5; 2-year term

Vehicle Specifications

Vehicles with a capacity of no more than nine persons, including the driver, may be licensed as a livery. Vehicles with a capacity of more than nine will require a charter/sightseeing license.

• Livery vehicles must meet applicable Federal Motor Vehicle Safety Standards for vehicles of its size, type, and proposed use.
• The outside body of livery vehicles shall be black, navy blue, or white unless otherwise authorized by the commissioner.

License Plate Requirement

The Illinois Secretary of State issues license plates that are numbered 7000 to 9999 and contain the suffix “LY.”

Insurance Requirements

For each vehicle with a capacity of up to and including 9 seats, there is a $350,000 combined single limit coverage per occurrence.
